Bargaining Report: March 11, 2026
During today’s bargaining session, the teams reviewed several MOUs and contract updates. Much of the discussion focused on potential revisions to Article 10 related to Special Education, including clarifying language around inclusion, co-teaching, class size guidance, and how IEP requirements interact with staffing and scheduling. The teams also discussed updates to the Elementary Collaboration MOU, including a proposal to spread required early release assessment days for K-3

This week, instead of a president's report, two kindergarten spoke on behalf of their colleagues about the challenges our students are experiencing since the district switched to all-day K. Turns out 6 1/2 hours of school is not developmentally appropriate resulting in exhaustion, behavioral issues and burn out....in kindergarten. How do our benefits compare with our neighbors?
Delta Dental and VSP are largely universal, so we focused on health care. Tony Ruiz, 9 - 12 DAL, who has been representing FCEA at the Employee Benefits Committee for 12+ years was drafted to help investigate our neighbor’s benefits booklets and compile the data below. How are school districts funded?
School funding is very complicated. For the purpose of bargaining, our primary source of available dollars is from the general fund and is based on LCFF funding. This is a little over simplified, but if you take our average daily attendance rate times the cost of living times the number of students, by grade level, with extra money for unduplicated pupils ... -the list and calculations continue. It's that Time of Year - the Transfer Process!
Voluntary Transfer Process Updates In November of 2024, FCEA and FCUSD signed MOU #3 designed to fix some issues with the existing Voluntary Transfer Process language [Article 11.3 in the contract] .
