FCEA-FCUSD Bargaining Report for November 4, 2026

The all-day meeting focused on several important contractual and operational issues, with continued attention to improving working conditions, clarifying district practices, and addressing concerns impacting certificated employees.

Key Discussions & Updates

  • Article 11 – Transfers and ReassignmentsThe district and FCEA reviewed their respective proposals and identified areas of agreement and continued disagreement. Key issues include transfer definitions, timelines, posting requirements, reassignment criteria, vacancies, and surplus positions. Both sides recognize the importance of a fair, transparent process that supports timely hiring and staffing stability.  Next Step: A smaller subgroup will collaborate on revised language based on our discussion and bring an updated version to the January Meeting.

  • (New) MOU:  Mandatory Training – Public Works and PRISMThe group created a MOU to document our practice from the last two years of providing two hours of contract time for required training. The intent is to ensure employees are given adequate time during the workday rather than completing mandatory training entirely on their own time.  We also added language to document how we are handling the  required PRISM training for teachers of 7-12 grade students.

  • MFA and Personal Device RequirementsThe district outlined Microsoft's upcoming transition away from text-message/voice call  authentication toward passkeys, with full implementation expected by February 2027. Discussion raised important concerns about employees being required to use personal devices, access to district applications, and privacy protections under Board Policy 4040.  The district is required to provide an alternative to using a personal device although some employees may choose to use their own device for convenience.  Several classroom-specific tech questions were raised and are being followed up on prior to the roll out.  Next Step: FCEA will bring proposed language to document in the CBA that the district is required to provide an alternative to using a  personal device when adopting or revising practices in an ever changing tech world.  The MOU will be brought to the January meeting.

  • Updates:

    • Article 10 – Class SizeHigh school co-teaching language remains the primary outstanding issue preventing completion of Article 10. A subcommittee meeting is scheduled for November 12, with the revised language returning to the table in January or February.

    • Summer SchoolThe district anticipates a summer school program similar to last year, with continued emphasis on core subject credit recovery. Senior teacher compensation and counselor stipend structures will remain consistent with the previous year but reflect the recent raise. A summer school MOU is expected in January.

    • Middle School Supervision MOU: Follow-up discussion with MS reps and Admin  is scheduled for November 18 with a goal of completing the pilot MOU language for the January bargaining meeting.

    • Follow up to Article 19 revisions regarding severely disruptive students.   Further discussion is scheduled next week in a separate FCEA/C&I/HR/SPED meeting.

    • CTE Program Specialist.  This is a grant funded support position for our expanding CTE program.  After discussion at the table, it was agreed that this job description might fit more comfortably under management than FCEA. The district will revisit the proposed position's title, classification, and organizational structure. The goal is to have the position in place by July 1, 2027.
