Special Facility Meeting About SFID #4 & #3

Special Board Meeting: Facilities -  SFID 3: New elementary,  Comprehension Middle/High School, Small High School, Modernization of Rancho Cordova School (based on the passing of Measures R & S)

Agenda:

  • Presentation Overview  SFID #4 – Measures R and S Bond Scope

  • SFID #3 – Review of Advisory Committee Recommendations

  • Design Work for SFID #3 – Elementary, Middle and High Schools

  • Future Funding Level Needs and Timeline

Measures R & S

These two measures will be on the ballot for the November 2, 2024, election. Measure S is for secondary schools, and Measure R is for elementary schools. If both pass, Rancho Cordova schools will be modernized. There is still discussion about increasing the student population which decreases the amount of schools needed, thus saving dollars. NO decision was made on that issue, but will be a topic if the measure passes.

All sites will have a facelift of some degree depending on the site, security measures put in place (fencing/single point of entry), improving spaces like libraries, multipurpose rooms, and administration building (front facing, easy public access).

The focus of the modernization for elementary schools are new windows (was slated to be completed with the old measure), Restrooms for TK & K, and STEM/STEAM programs. In secondary, updating the Gyms and CHS Stadium, adding or improving CTE readiness programs. Within the alternative education sites, discussions are still being held. For more visual representation of what could occur, please look at the Presentation

Here is the timeline for each site modernization (draft, can be modified)

There are already stakeholder committees at each site that will have input into this process. If you haven’t heard of one at your site, please talk to your admin.

SFID#3 Review of Advisory Committee Recommendations

Reviewed the three questions that the board put forth to this committee.

  1. Tax Rates - If fully funded, the cost of future sold bonds would be too much of a burden on all property owners throughout the area. Therefore, it was decided FCUSD use the bond funds available to finish some of the projects: like a 3rd elementary, Mangini and Alder Creek are almost at capacity. Then the district would seek a distinct wide bond to finish schools and modernizations throughout the district. This would spread the burden out to all citizens in the two cities.

  2. Equitable Funding - Committee supported funding on all areas of SFID #3

  3. Next High School Location - There will be two high schools built in this area, both opening in 2029. Both sites would be phased in. The larger site would be a middle/high school site in the northern area of the district. The smaller, more focused high school would be situated near the site of Mather/Morrison Site. There are a lot of details still needed for this phase, but it will be started soon, since it is only five years out.

There were a few slides on what would happen if the Measures R & S fail, and possibly a district wide bond as well. Here are the highlights:
