School Board Meeting
November 6, 2025

[5:30] IVd Recognition of Native American Heritage Month [ppt] This presentation by Christina Maddox, employee and member of the equity team presented. During public speaking a former student, now graduate, of this district had a few follow up comments that this was a missed opportunity to include the input of our NAPAC, Native American Parent Advisory Committee. At the end of the meeting Board President Clark indicated his intention to invite the NAPOC to prepare an additional presentation for the November 20th board meeting.
[12:30] IVe Secondary Spotlight: Folsom Middle School [ppt] Presented by the student vice president and a member of both the school student leadership and member of SAB. As always the students’ presentation highlights all aspects of the school and embodies the effectiveness of the work done by our membership as well as the amazing student leaders at our schools.
[25:40] VIIIbPresentation: Positive Behavior Interventions and Support (PBIS). This presentation updates the board on the efforts of the School Site Climate Teams led by Climate Facilitators. Thank you to the hard work of these leaders and teams and all the staff at award-winning sites. [ppt] This presentation celebrates the work of our schools, school climate teams and Climate Facilitators.
[1:38] X FCEA President's Speech. This report reported two completed job descriptions, Psychologist and SLP Leads, and two MOUs - General Education Mentors and TK Salary Placement to facilitate classified paraprofessionals in our district to move into the intern program without the pay cut the different salary scales would create. Also expressed looking forward to the joint December 2nd meeting of the district and all bargaining groups to review the results of the Studer Survey.
[1:55] XIa Joint Resolution between San Juan USD and Folsom Cordova USD to clarify the interdistrict transfer process for families in American River Canyon South. This resolution would codify the thirty year old “hand shake agreement”. San Juan’s School Board approved a duplicate resolution last month. There are public comments as well as board comments prior to the vote. The resolution passed on a vote of 3 to 2. The resolution is in effect from January 1, 2026 through June 30, 2029 [attached pdf]
XII Discussion Items. Unlike previous meetings, these discussion items were presented during the meeting.
A. [2:32] Comprehensive Facilities Plan overview [ppt]
This presentation is about an interactive website that will serve as a planning tool as well as to provide communication to the public about future improvement needs and plans at our schools. The website is not currently available post board meetings but will be up and live to the public in December.
B. [2:50] Folsom Ranch HS/MS Schematic Design update [ppt]
This fall a variety of subcommittee/facilities hosted meetings have been providing input on all design aspects of the new MS/HS plans due to break ground in a few years.
C. [3:31] Overview of our varied HS Schedules and Impacts on Graduation Credits [ppt]
Julie Werner provided board members with an overview of a-g requirements and graduation requirements and how the differing schedules at our three comprehensive high schools impact both.
D. [3:43] Non-Public Schools Special Education Projections Update [ppt]
The new Executive Director of Special Education provided the board members with an overview of the statistics and trends in FCUSD’s non-public school, NPS, placements. As part of the reorganization taking place within this department they now have a “steward” who will work as a student advocate with families using these services and assisting re-orientation back into the district when/if appropriate.
