Bargaining Report from September 9, 2026

Compensation Update:   

At the present time FCUSD is delaying its counter until October 7th.   At that time we hope the district will have more accurate estimates of enrollment with CBEDS imminent and updated ADA expectations.

FCEA is not prepared to agree to compensation that starts its base at approx 60% of the initial COLA.  [For 26-27 FCUSD is offering a total 3% out of a total 4.31% COLA and for 27-28, a 2% based on a proposed 3.3% COLA].  See the FCEA School Board Presentation for details

Non-compensation:

The elementary assessment windows were reviewed.  Our second window for K-3 is November 2-6, and the third window is May 3-7.  Since that includes the 1st Thursday of the month, principals/staff will be receiving official notice that staff meetings will move to the 2nd Thursday to allow for Thursday testing during those weeks. We will review the effectiveness of this new process in the spring.

We also spent a chunk of time reviewing Article 11 (which addresses the transfer process) and identifying portions that need to be updated and reworked prior to the transfer process beginning in January. Middle School supervision was also reviewed and data is being gathered by administrators and reps at individual sites.
