Bargaining report for Wednesday Nov. 13,

We had a fairly productive negotiations meeting today.  The district opened with a short presentation about the California Youth Behavioral Health Initiative Update (CYBHI).  This state initiative will allow schools to provide mental health services, paid for by Medi-Cal and private insurance, on school campuses beginning in 2025.  More to follow.  


Next, the district presented an update to contract language within appendix D.  Appendix D provides guidance on how to provide compensation for coaches, after school club leaders, and extracurricular activities.  


Next, Human Resources provided updated MOUs for Voluntary Transfer Language [MOU #3], Working Prep for Secondary Teachers [MOU#4]  and Balancing Classes for High Schools [MOU#5]. All three of these MOU’s clarify existing practices.  Look for copies to be posted on our fcea webpage soon.


Our morning concluded with a district presentation of the new “printed” contract.  Although we are under contract, the actual contract itself has not had its language updated for many years.  Through a joint venture between FCEA and FCUSD, the current contract has been updated and now includes references throughout to all current MOUs.

After lunch, the district presented the dates for TK collaboration time for the 2024-2025 school year. 


FCLA, FCEA, and CSEA will meet on December 4th to share updated information on medical benefits for the 2025-2026 school year. More info and a benefits survey to follow that meeting. 


There was a discussion regarding school specialists (i.e. psychologists) providing services outside of contract hours as well as clarifying a process to compensate teachers taking on additional work when a position at their site is unfilled or has a sub for an extended period of time.  We expect to see this in MOU form at our January meeting.


 The meeting concluded with an overview of the recent Evaluation Rubric survey. Although the survey needs a few more groups (administration) to complete the survey, the early data shows that the vast majority of teachers believe the new evaluation process is manageable, clear, and easy to understand. Although this new evaluation information has been shared throughout the district, there is still some work to do to finalize the evaluation process.  The three subgroups currently working on this process will be meeting on December 13th to coordinate their efforts and continue the process.
